So, you need to engage in multiple activities to reach new levels and unlock new ships, weapons, clothing, and lots of other stuff. But, these new craftable items will require you to explore the world for some rarer materials, such as Iron and other kinds of metals.

Where To Find Pure Iron
To craft Steel Ingot, you need to collect Pure Iron and refine it. Keep in mind that there is a difference between Bug Iron and Pure Iron. You cannot craft Steel Ingot out of Bug Iron. To collect some Pure Iron, you need to set sail to the northeast beyond Open Seas until you reach the Nilam Sea.
There is a giant island north of the Nilam Sea with a bunch of smaller isles on the west side of it, most of which are home to Pure Iron. A Pickaxe of Level 2 will be enough to mine some Pure Iron, and then you can bring it back to Sainte-Anne, where the Refinery can turn those resources into Steel Ingot. You can cast 1 Steel Ingot per 3 Pure Iron for a fee of 25 Silver. This is indeed the highest fee refinery fee among all the available items.
As mentioned earlier, Steel Ingot is an item for more advanced ships and weapons, and to be honest, it’s pretty rare to loot from smaller ships. So, it’s easier to just craft it yourself than picking up a fight you can barely win.
