Persona 3 Reload lets the player join many of the clubs in school. For the most part, these clubs serve as a backdrop for the social link with one of the characters within the club, such as Kazushi and the Track Team.
Persona 3 Reload: How To Save Missing Persons
Sometimes random people will hear the call of Shadows and wander into Tartarus; and it’s your job to save them.
Mitsuru will request that the Protagonist join the student council to help out from time to time since she’s a lot busier fighting Shadows. Joining the Student Council will unlock two different social links for players to complete, one being Hidetoshi Odagiri.

Unlocking Hidetoshi & Availability
On 4/27, Mitsuru will approach the Protagonist and ask for him to join the student council and that his paperwork is already in the Faculty Office. To join, head to the Faculty Office on the first floor of the school down the hallway to the left. After talking with the teacher, players can begin going to student council meetings that day. Hidetoshi is found in the Student Council room and is available on Mondays, Wednesdays, and Fridays, but not the week before exams.
